Amid a growing labor shortage, Taiwan is considering a groundbreaking policy: amnesty for about 80,000 illegal immigrant workers, allowing them to continue to stay and work legally in the country.
Reintegrating migrant workers into the legal market
On December 12, Paul Hsu (許舒博), chairman of the General Chamber of Commerce, chaired a meeting with Prime Minister Cho Jung-tai (卓榮泰) and other senior officials to discuss the issue. Of the 63 proposals made, 18 important items were discussed, including plans to expand human resources for the service industry and facilitate the reintegration of illegal immigrant workers into the legal labor market.
Rather than immediately deporting them, the proposals focus on allowing these workers to apply for jobs legally, thereby addressing the severe labor shortage that is weighing on many sectors of Taiwan’s economy, according to Mr. Hsu.
Extended working hours
In addition to the amnesty, the government is also considering extending the legal working period for migrant workers who have been in Taiwan for more than 10 years, beyond the current limit of 12-14 years. The proposal is aimed at retaining experienced workers, reducing the “brain drain” and making Taiwan a more attractive place to work.
Support for foreign workers and international students
The Taiwanese government is not only focusing on migrant workers, but also aims to attract overseas Taiwanese and international students. The new policies are expected to facilitate their stay, work long-term and become citizens, contributing to Taiwan’s economic and social development.
Current labor resources
When asked about the origin of migrant workers in the service industry, Mr. Hsu affirmed that Taiwan will continue to recruit workers from the current source countries, including Indonesia, Vietnam, the Philippines, Thailand and India. These are the five countries that have contributed the most to Taiwan’s migrant labor force over the years.
Important step in labor reform
If passed, these policies will mark a major step in Taiwan’s labor reform, not only addressing the labor shortage problem but also creating conditions for sustainable development in many industries. The government is expected to present a detailed plan shortly after the Lunar New Year holiday.
