Taiwan allows foreign students to work in hotels

Starting Wednesday (8/28), Taiwanese students from home and abroad can apply for jobs in the hospitality industry after graduation.

On Tuesday (Aug. 27), the Ministry of Labor (MOL) said international and overseas Taiwanese can work in mid-level hotel positions, including housekeeping, cleaning, reservations, reception and restaurant service. In addition, by the end of this year, an individual work permit system for expats and overseas Taiwanese will be established.

As the economy recovers from the pandemic, many industries are facing a labor shortage. According to the ministry, the Vietnam National Administration of Tourism has determined that there is a talent shortage in hospitality roles in the country.

The MOL said any licensed tourist hotel business with a business license issued by the Ministry of Transport can apply to recruit Taiwanese graduates overseas and domestically for mid-level positions. This also applies to accommodation service businesses that have a hotel registration certificate or a B&B registration certificate issued by local authorities. However, these units must not employ more than 30% of hotel employees covered by labor insurance.

The MOL said that Taiwanese international and overseas students with a bachelor's degree or higher who have completed at least 80 hours of internship training are eligible to work at an average level in the hotel industry. In addition, the starting salary must be at least NT$30,000 (US$900) per month and NT$33,000 if the contract is renewed. 

In addition, the MOL said that by the end of this year, consultations will be held to amend the law and establish an individual work permit system for domestic and overseas Taiwanese students.

There is also a shortage of workers in other fields, such as hospital care assistants, logistics and warehouse workers, truck drivers and assistants, highway and city bus drivers, and safety management staff. The National Development Council, MOL, Ministry of Health and Welfare, Ministry of Economic Affairs and MOTC will evaluate the use of Taiwanese student workers at the international level and overseas to address this shortage.
