Changhua Man Impersonates Doctor for Over 30 Years, Provides Medical Services, Arrested

A man in Changhua, Taiwan, who has no medical qualifications, impersonated a doctor for over 30 years and provided medical services.

Changhua prosecutors stated that the defendant is a 69-year-old man surnamed Hsu (許), who only has a high school education. Hsu is accused of operating a clinic in the Lukang area of Changhua, where he allegedly provided medical consultations, prescribed medications, administered injections, and maintained patient medical records.

Prosecutors stated that Hsu's actions severely infringed on others' rights and charged him under the Physicians Act.

When questioned about his actions, Hsu claimed that he had worked as an assistant at a medical clinic for six years and believed that this experience allowed him to understand medicine and write prescriptions. Prosecutors said he allegedly provided these fraudulent services intermittently for over 30 years, earning NT$2.4 million (approximately US$76,000) from this work.

In cooperation with the local health department and police, prosecutors searched Hsu's operating premises in December, seizing medications, patient medical records, and medical supplies. Prosecutors have appealed for Hsu to avoid a suspended sentence due to the severity of the charges.

Hsu has been sentenced to one year and six months in prison along with four years of probation. In addition to the prison term, Hsu was fined NT$300,000.
